There is one thing often overlooked amid the noise of public discourse: calm. Yet, in times of policy shifts, calmness is perhaps the most honest indicator of trust. These days, the public remains relatively composed. Fuel stocks are secure. Fiscal stability is intact. There is no visible panic, no significant upheaval.

The state is working—and doing so with enough precision to avoid unnecessary noise. Within this calm, the government is quietly introducing an idea: behavioral change. A transformation of the national work culture.

This is not a disruptive overhaul. Nor is it an imposed shift. It is gradual, almost imperceptible—like a new habit forming without conscious effort. Within this context, the Work From Home (WFH) policy for civil servants—one day a week, every Friday—finds its meaning.

It is not merely about moving desks from offices to homes. It is about shifting perspectives.

For years, work has been measured by presence. Attendance symbolized discipline. Office space defined productivity. But the world has changed. Technology has reshaped rhythms. And the state, inevitably, must adapt.

WFH—working from home, not working from anywhere (WFA)—is uniformly set for Fridays, applied across central and regional institutions. The message is clear: this is not flexibility without direction. It is discipline in a new form.

The keyword is: efficiency.

Not in a narrow sense. Not merely reducing operational costs of buildings or electricity consumption. Efficiency here is a mindset. A way of living. A way of working. It is a collective awareness that energy—electricity, fuel, and even human energy—is a resource to be managed wisely.

This is why the narrative is not about crisis. Nor is it about forced austerity. The state is not acting out of scarcity that compels people to tighten their belts. On the contrary, in a condition of stability, it invites society to evolve—from unconscious excess to conscious efficiency.

Whether the private sector will follow remains an open question. But the signal is clear: this is a new way forward. A call toward digitalization—not just of systems, but of habits.

Imagine a single day without commuting. Roads slightly less congested. Fuel consumption modestly reduced. Emissions lowered, even if not immediately felt. Yet, when done collectively, consistently, and over time, it becomes a movement.

A movement that does not shout, but works.

At this point, the government appears to be attempting something larger: a transformation of national work culture. Not merely digitalizing systems, but digitalizing the way of thinking. That work is no longer defined by place, but by output.

Of course, this is not without risks.

Old suspicions inevitably resurface: Will productivity decline? Will public services be disrupted? Is this a subtle way to reduce the state’s burden?

These questions are valid. But they also highlight the importance of narrative.

What is being built is trust. That work is measured by output, not attendance. That public services remain functional—with or without physical presence. And that the state is not retreating, but adapting.

There is also a subtler challenge: culture.

Not everyone is ready to work without direct supervision. Not every leader is prepared to relinquish control that once felt tangible. In many places, “being present” is still valued more than “delivering results.”

This is where the transformation will be tested.

Cultural change does not occur through circular letters. It grows through example. Through leaders willing to trust. Through systems capable of measuring performance fairly. And through new habits that gradually replace the old.

Friday, in this context, is not just a working day. It becomes a symbol.

A symbol that the state has begun to speak about the future—in a simple way. Without excessive jargon. Without grand claims. Just one small step: working from home, once a week.

Yet from that small step, a larger direction is being set.

Toward a smarter way of working. More energy-conscious. And ultimately, more humane.

In the end, the success of this policy will not be measured by how many employees work from home. But by how far it reshapes habits. How deeply it shifts perspectives. And how firmly it instills a value that may sound simple, yet is profoundly fundamental: efficiency.
